SUNY Maritime College invites applications for a non-tenure track position as Lecturer and Relief Captain in the Marine Transportation department. As Lecturer, expectations include preparing and delivering lectures to students during the academic year. The duties include but are not limited to compiling, administering, grading examinations and stimulating classroom discussions. In the capacity of Relief Captain, the successful incumbent will have command of the Empire State Training Ship as a relief to the current Master of the TS EMPIRE STATE for ½ of each Summer Sea Term. The Relief Captain is responsible for its safe and efficient operation, including: ship's seaworthiness, safety and security conditions, training operations, safe navigation, crew management and ensuring that the vessel complies with all federal, state and international laws and regulations, as well as Maritime Administration (MARAD), State (SUNY), Maritime College, Classification Society (ABS) and Flag State rules and policies. The Relief Captain of the Training Ship is also responsible for facilitating the Colleges' deck and engine shipboard training programs which are managed by the academic departments. The Relief Captain of the Training Ship is also responsible for liaison with the Maritime Administration, and various other federal agencies.
- Perform the duties of the Captain including navigating and directing the safe movement of the vessel.
- Operates shipboard and other automated systems. Operate ship's navigation and communication electronics when required.
- Maintenance of the vessel necessary to maintain its operational status.
- Planning and oversight of the next dry-dock of current training ship TS Empire State VI in 2019 that will precede the ship's next classification special survey.
- Prepare for and conduct annual U.S. Coast Guard inspection, periodic FCC inspections, and internal and external audits.
- Vessel security
- Administer the vessel's Safety Management System (SMS). Ensure the safety of (1) crew, (2) persons in addition to the crew, (3) other persons in the crew and (4) cadets by providing safety instruction, conducting drills and monitoring activities, and ensuring all safety systems are operable.
- Maintain and update all vessel documents and records and submit all required reports related to the vessel.
- Keep vessel's pier and storage areas neat and organized.
- Identify vessel and operations improvement opportunities.
- Preparations to support ongoing summer sea term cruises including the first summer sea term on the new training ship and summer sea terms on any other academy training ships utilized by Maritime College to support summer sea term.
- Coordinate with MARAD, its agent, faculty and staff regarding the construction, sea trials, and the outfitting of the NSMV (which will replace TSES Empire State) to support the training of our cadets.
- Planning and coordinating port visits to ensuring appropriate clearances are submitted and obtained and working with port-agents.
- Compliance with all applicable federal, state, SUNY, and Maritime College rules, regulations, policies and procedures.
- Administer and document disciplinary actions as needed, including progress reports and written warnings.
- Assist with marketing and public relations ideas and follow through on activities.
- Maintain a fair work environment, free of harassment and championing Maritime College's Core Values.
- Professional training and mentoring experience of the students onboard the vessel
- Professional training and development of crew members
- Demonstrate a strong professional presence and diplomatic skills to effectively represent SUNY Maritime College while meeting and hosting dignitaries and visitors in U.S. and foreign ports.
- Support the College's Strategic Plan initiatives.
- Teach one course each semester in the Marine Transportation Department
- Perform related duties as assigned.
- Bachelor's Degree
- Within the past five years, applicants shall have served at least two years as Master or Chief Mate on Ocean Self-propelled Vessels of Unlimited Tonnage, while holding a Master of Ocean, Unlimited Tonnage license
- Strong supervisory skills to manage a training vessel relating to environmental, labor and all matters pertaining to personnel
- Excellent written, verbal and interpersonal skills, and the ability to interact with all levels of the crew, staff, faculty, students, and management
- Outstanding professional presentation, appearance and work ethic
- Ability to work irregular, extended hours/weeks, including night and weekend duties, as required in a physically challenging outdoor environment
- Ability to work in a student-centered training environment
- Experience and ability to execute and monitor the vessel's Safety Management System (SMS)
- CPR, AED, O2 & 1st Aid certified
- Excellent ship handling skills and conservative judgment required.
- Knowledge of regulatory agencies and their procedures as applicable to ship operations and maritime training.
- Knowledge of Microsoft Office Suites
- Master's Degree
- In addition to the minimum license and experience requirements, service as a watch officer/instructor on an Unlimited Tonnage Public Nautical School
- Prior experience as a maritime instructor/educator
- Teaching experience, particularly in celestial navigation, is highly desirable
Classification/Salary Range: This is a full-time calendar year appointment Management Confidential position which serves at the pleasure of the appointing authority. The anticipated salary range for the position is $120,000 to $130,000 annually with an outstanding benefits package (For additional information, please see the MC Benefits Summary). Special Notes: Fair Labor Standard Acts (FLSA) Exempt position, not eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously.

The successful incumbent will be required to serve on the EMPIRE STATE Training Ship as necessary based on the needs of the operation. The successful incumbent must have a current (not expired) Transportation Worker Identification Credential (TWIC); U.S. Coast Guard Merchant Mariner Credential (MMC) valid for service on United States Flag Vessels as Master of Steam and Motor Vessels of any Gross Tons Oceans; current Radar Observer; and valid Management-Level Standards of Training, Certification and Watch-keeping for Seafarers (STCW) Endorsements, appropriate for employment as Captain on Public Nautical School Ships of unlimited tonnage. Must have a Drug-Free screening certificate (within the past 90-days). Must be able to pass a Pre-employment physical. Must meet the physical requirements as outlined in U.S. Coast Guard NVIC 04-08 (current edition). Must provide proof of a current U.S. Coast Guard physical (within the last12 months). Must possess a current Coast Guard Medical Certificate. Must have physical ability to stand for extended periods with frequent bending and squatting, and be able to move about on a vessel at sea, handling and performing all functions as set forth above. Exerting up to 50 pounds of force occasionally, and/or 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Ascending and descending ladders, stairs, scaffolding, gangways and the like. Must wear Maritime College USMS uniform in the performance of duties.
