The 2016 regional maritime strategy crafted by the Conference of Great Lakes Governors and Premiers called for the creation of the portal as a tool to stimulate economic development in the marine sector and address employment challenges being experienced by vessel operators.

The commission is a binational organization representing the interests of the eight Great Lakes states and the provinces of Ontario and Quebec. The new portal is one component of the commission's renewed focus on development of the Great Lakes marine transportation system.
