Former MarAd official Jeff Vogel joins firm of Cozen O’Connor

(WASHINGTON) — Cozen O’Connor has announced that Jeff R. Vogel has joined the law firm’s Transportation & Trade Group. Vogel joins Cozen O’Connor from the Maritime Administration (MarAd), where he served as acting chief, Division of Maritime Programs.  Previously, Vogel was lead attorney for MarAd’s Maritime Support Programs.

Vogel brings more than eight years of experience in maritime, national security, transportation infrastructure, and trade law to Cozen O’Connor. As acting chief, he oversaw a team of lawyers on all aspects of MarAd’s national security, maritime support, ship finance and transportation infrastructure and development grant programs. Among his many accomplishments, Vogel led the development of new policies to address operational risks in the Maritime Security Program (MSP), and he spearheaded the drafting and negotiation of the revised MSP operating agreement based on those policies. Additionally, Vogel was the first MarAd lawyer ever selected to attend the U.S. Naval War College, which develops leaders and strengthens global maritime partnerships.

Vogel is a member of the Maritime Law Association of the United States and serves on the board of governors of the Propeller Club, Port of Washington, D.C. Throughout his career, he has received numerous awards including the MarAd Superior Achievement Award, USDOT Superior Achievement Award, USDOT Partnering for Excellence Award, MARAD Team Bronze Medal Award and The Center for Computer-Assisted Legal Instruction’s CALI Excellence for the Future Award, Law of the Sea.
