(WATERFORD, N.Y.) — Twenty-seven tugs participated over the weekend in the 17th annual Tugboat Roundup, one of the largest maritime festivals in New York state, The Record reported. The star of the show was the 2016 Tug of the Year, Frances, a New York State Marine Highway vessel.
