Report: Tug capsizing at NH bridge was caused by captains' errors

(PORTSMOUTH, N.H.) — The Coast Guard said human error by two captains caused the capsizing of a tugboat at a bridge construction site last year, the Foster's Daily Democrat newspaper reported. The Benjamin Bailey capsized after one captain failed to adjust a mooring arrangement as the tide ebbed. An investigative report also cited the effects of the other captain's maneuvering of the vessel when it was in extremis.
