(BELLINGHAM, Wash.) — Shell's spill containment barge project in Washington will be delayed further because the contractors need stormwater permits, the News Tribune and Bellingham Herald newspapers reported. The containment equipment is needed for the vessel Arctic Challenger to begin oil-exploration work in Alaska. The Washington Department of Ecology is now requiring stormwater permits because the long-delayed project has been discharging stormwater over an extended period of time.
