(HOUSTON) — Tropical Storm Dolly forced the closure of refinery ports at Houston and Corpus Christi, Reuters reported. At least 69 inbound and outbound vessels were delayed. Rough seas were continuing to be a problem Thursday, and the Coast Guard and pilots couldn’t predict when vessel traffic could resume.
